Two Regulators, Depending on the Port of Entry

Food imports are controlled by the municipality of the emirate of entry, not a single federal body — Dubai Municipality for Jebel Ali and Dubai's airports, ADAFSA for Abu Dhabi. Jebel Ali as a Re-Export Hub

A large share of spice imports through Jebel Ali move onward to Saudi Arabia, Oman, East Africa and the CIS rather than staying in the UAE.
